In recent years, there has been increasing discussion about the use of “progressive” design-build and P3 contracting as an improved method for certain types of infrastructure project development. As I have said before, it is hard to pinpoint when the word “progressive” was used as an approach to project delivery methods. The first time I heard the term used was 20 years ago by my then boss, Ben Redd, who was Senior Vice President at Washington Group (formerly Raytheon Infrastructure and UE&C).  I am grateful to have Ben Redd on our team as Senior Advisors to P3 Collaborative LLC, and that he agreed to put his thoughts together on Progressive Contracting and why it makes so much sense. Based on the state of our nation’s infrastructure, it is certainly a concept whose time has come.
